Is a screensaver required on Windows?

No, it is not required to use a screensaver under the Windows operating system. The use of screensavers has, in fact, always been optional, even when they could actually be useful in protecting computer displays from "screen burn". Now that they are used primarily for entertainment purposes, this is unlikely to change.
