i get to the last step and then when i press apply it doesnt apply.

What do you mean when you say it doesn't apply? Is the "Apply" button greyed out? Or does the screensaver not stick after closing the Screen Saver panel?
Clicking "OK" has the same effect as clicking "Apply", except it will also close the window.
The "Apply" button will also only be active if you've made any changes in the Screen Saver panel. If the screensaver you installed is selected in the list of screensavers, and it works when you click "Preview", it should also work after clicking "OK".
If it's not working, please let me know what screensaver you're trying to install.
