Do you get an error message? If so, what does it say?
To install a screensaver, you need administrator rights on your computer, because only then you can make changes to the Windows folder on your hard drive.
Sometimes downloads can get corrupted, so you could try downloading the file again. Or try installing 7-Zip and using that to open the file instead.
